PROBLEM TO BE SOLVED: To keep stably and without lowering the lipophilic capability with time of a compound generated in the case of containing the compound with a mercapto group or a thione group without using substantially an organic solvent in a neutralizing liquid (stabilizing liquid) or a sensitizing liquid (etching liquid) as a printing plate processing liquid for a lithographic printing block using image silver as the ink receptivity. SOLUTION: In a neutralizing liquid (stabilizing liquid) or an etching liquid as a printing plate processing liquid for a lithographic printing block using image silver as the ink receptivity, at least one kind of water-soluble compounds containing a mercapto group or a thione group and a bisulfite are contained.
