PURPOSE:To perform mode shifting at high speed in corresponding to various states by using fuzzy inference for deciding a drive command. CONSTITUTION:A tape is scanned by means of a scanner 19 provided in the middle of an S-and T-side reels and the tape tension between the tape and buses are respectively detected by an S- and T-side detectors 17 and 18. The detecting outputs of the detectors 17 and 18 are respectively converted into tension measuring values by means of tension measuring means 23 and 24. Moreover, a speed error measuring means 21 calculates the rotating speeds of both reels respectively detected by speed detectors 15 and 16 and converts the speeds into a tape feeding speed. After conversion, the means 21 compares the tape feeding speed with a reference value and outputs a speed error measuring value. A drive command deciding means 41 outputs a drive command based on the speed error measuring value and tension measuring value for controlling a reel motor 11. Another reel motor 12 is similarly controlled by means of another drive command deciding means 42.
