PROBLEM TO BE SOLVED: To prevent the sticking of objects in lubricating oil to a collar by providing a needle electrode in one side of opposing oil groove wall surfaces in the vicinity of a nozzle part and a flat electrode in the other, applying a voltage between both electrodes and adjusting the voltage such that the potential of a metal buried in the collar is zero during running. SOLUTION: A needle electrode 22 is provided as a negative electrode, a flat electrode 23 is provided as a positive electrode and then by producing a strong electric field in the vicinity of the tip of the needle electrode 22, lubricating oil in the vicinity of the tip part is charged to be positive. Lubricating oil is supplied from a nozzle part 3 and the lubrication oil charged to be positive is supplied through a tapered part 16 to a land part 17. A macro flow charging phenomenon is generated between a collar 4 and the lubricating oil and the collar 4 is charged to be negative. Since the positive-charged lubricating oil is supplied thereto, the potential of the negative-charged collar 4 is neutralized. the voltage output value of a voltage generator 24 is adjusted so as to make the potential of a metal 20 zero and thus objects in the oil are prevented from being stuck to the collar 4.
