PROBLEM TO BE SOLVED: To attain immediate notice of meter rate charging information by providing a charge notice request message and a charge notice message as a reply to the charge notice request message in a data communication protocol of a PVC link. SOLUTION: An information transfer control means 22 controls transfer of information sent/received between terminal equipments 31A, 31B. A charge information management means 24 calculates a charge relating to the transferred information amount and generates charge information based thereon. Then a charge immediate notice control means 26 generates charge immediate notice information based on the charge information and writes it to a prescribed area of a PVC state notice message 21c or a PVC charge notice message 21d. The terminal equipments 31A, 31B decodes the PVC state notice message 21c or the PVC charge notice message 21d written in the prescribed area of a frame and informs immediately the charge information to the subscriber based on the PVC state notice message 21c or the PVC charge notice message 21d after the end of communication.
