PROBLEM TO BE SOLVED: To prevent deterioration in image quality of a coded image due to a scene change and to prevent a transmission information quantity from being increased. SOLUTION: At a step S1, a scene change of an input image signal is detected, at a step S2, a forward prediction coded image just after the detected scene change is revised into an in-frame coding image. Then at least one in- frame coding image before and after the detected scene change is revised into a forward prediction coded image and then the image is coded.
