PROBLEM TO BE SOLVED: To improve shape retentivity by using thrown silk, in which hemp fibers are intertwisted in specific size, as warp, supporting warp between the upper and lower intersecting points of weft, in which two thrown silk are intertwisted mutually, and forming a net with specific mesh width. SOLUTION: The single fibers of a hemp are intertwined, and thrown silk 2 having size of 10-36 yarn numbers is formed. Thrown silk 2 is passed in a tank, in which one kind or a plurality of kinds of a water repellent, a mildewproofing agent, adhesives, an antibacterial agent, a preservative or the like are mixed and housed, and dried and anticorrosive treatment is executed. One thrown silk 2 is used as warp, two thrown silk 2 are employed as weft, thrown silk is intertwisted at least once at every one stage of weft, and a crossing section 3 is formed. Thrown silk is knitted while warp is inserted into the crossed space 4 of the crossing section 3, and a netted vegetation base material 1 having mesh width of an approximately 10×5mm square is formed. Accordingly, since mesh breaking is difficult to be generated and meshes can be ensured, the outflow of soil can be prevented for a prolonged term.
