PROBLEM TO BE SOLVED: To constitute the reception buffer of an FC/ATM converter in the minimum size without causing any overflow, and to maintain a high throughput in transferring data. SOLUTION: A means which monitors the storing amount of a buffer 12 which stores FC frame from an N-port 2 is provided in a converter 1 which is arranged between the N-port 2 having an FC(fiber channel) interface and an ATM network 3 and performs FC/ATM or ATM/FC data conversion. Then whether or not buffer 42 has a storing space is discriminated and, when the buffer 12 has the storing space, the next frame is received from the N-port 2 and stored in the buffer 12 by the transferring a storing confirmation frame to a buffer 19 ACK- n. When the buffer 12 has no storing space, the transfer of the confirmation frame is reserved. Therefore, the buffer 12 can be constituted in the minimum size and a high throughput can be maintained in transmitting data since the continuous input of the data of a number larger than an end end credit number can be prevented.
