VIDEO SIGNAL CODER AND MOVING IMAGE CODER

PROBLEM TO BE SOLVED: To shorten the processing time required for generating coding data by reducing a header retrieval time included in the coded data resulting from coding a moving image at a high efficiency. SOLUTION: In the case of coding an input video signal by a coding means 11, a header address calculation means 13 generates position information of a sequence header and a picture header in parallel and a table generating means 15 outputs the position information of a coded video stream and a header. The header position information is used for multiplex processing of the coded audio stream to reduce man-hours of the header retrieval in the video stream and the processing time required for generating coded data is reduced.
