SOLUTION: In this serial load control device, a power generating quantity of a combined cycle power plant comprising a first/second shaft, generated by a generator with each drive power of a gas turbine and a steam turbine, is controlled. A generation power signal 60 from each generator is totalized in an adder 3, a serial load feedback signal 4 is output to a deviation arithmetic device 5, a deviation from a serial load preset signal is obtained in the deviation arithmetic device 5, on the other hand, a steam turbine generation load signal 32 generated by each steam turbine is added in an adder 33, a serial steam turbine generation load signal 34 is output to an adder 35. A serial gas turbine generation load signal 31 generated from a serial gas turbine maximum load total sum generator 30 is added in the adder 35, a serial load preset limit signal 36 is output to an upper limit limiter 37. In the upper limit limiter 37, a serial load preset signal 2 from a serial load preset value generator 1 is compared with the serial load preset limit signal 36, a signal of larger signal level is set as a serial load preset signal 38.
