PROBLEM TO BE SOLVED: To provide a communication system without deteriorating terminal or impairing portability and capable of saving labor and time for exchanging the right of communication only by registering one communication right even when a radio communication terminal owner owns plural terminals. SOLUTION: A communication right applying means for applying the communication right to one of radio communication terminals when the communication right is required for performing communication through a public line by one radio communication allocated to a radio communication terminal group composed of plural radio communication terminals is provided with a communication right transmission part 13 for transmitting the communication right to the radio communication terminal, a communication right reception part 12 for receiving the return of the communication right from the radio communication terminal, and a communication right preserving and managing part 14 for preserving and managing the communication right. Then, when the communication right transmission part 13 transmits the communication right to the radio communication terminal, the communication right just preserved in the communication right preserving and managing part 14 is erased and when the communication right is sent back from the radio communication terminal to the communication right reception part 12, the communication right is preserved and set into the communication right preserving and managing part 14.
