PROBLEM TO BE SOLVED: To obtain the communication method and the communication system immune to a channel fault due to intermodulation or the like by providing a control speech common use channel having a function of a control channel and a function of a speech channel to a radio channel controller. SOLUTION: A control section 4 of a radio channel controller 1 sets the function of all available idle control speech common use channels (CC) 9 to the function of control channels and controls an exchange section 8 and an interface section 3 so as to allow them to send an idle channel signal at all times. A mobile station 2 in a standby state selects CCs sending the idle channel signal and selects and switches till the idle channel signal of the other available CC 9 is confirmed when the CCD under selection is busy or not available because of a fault or disturbance or the like. Thus, the communication method and the communication system immune to a fault or disturbance are obtained, in which the mobile station 2 uses a CC 9 offering a better communication state to receive a control signal from the radio channel controller 1.
