PROBLEM TO BE SOLVED: To provide a system in which maintenance management, charging management and grasping of traffic status are conducted accurately by grasping accurately cell flows in the network. SOLUTION: Not only cell flows measured by ATM exchanges 10a, 10b, 10c but also a cell flow in the case that a transmitter side data terminal 12 uses a cell assembly/sell disassembly section 12b to assemble cells and a cell flow in the case that a receiver side data terminal 13 makes cell disassembly are measured and the result is outputted to a network management equipment 14. Then the network management equipment 14 conducts network management and charging management based on each cell flow.
