<p>PROBLEM TO BE SOLVED: To reduce the deterioration in the transmission efficiency and the transmission quality by reading cells from transmission request data, rearranging the cell so as to maintain each condition decided for each cell and executing optimum cell assignment. SOLUTION: Transmission request data are divided into cells with a prescribed size and stored in a storage device 5. An input control unit 48 of an optimum cell assignment device 4 extracts the data from the storage device 5 and transfers the data to a common share memory 46. Each cell processor 45 exchanges data with an ultra-parallel control unit 44, a common share memory 46, and other cell processor 45 to implement optimum discrimination/ selection control and optimization processing and rearranges cells so as to keep a periodic time, a permissible fluctuation width, a permissible reply time and a permissible cell abort rate or the like decided for each cell. An output control unit 47 transfers a cell assignment result to a transmitter 6 to make a transmission request.</p> |
