The operating arm (20) and base arm (10) are pivotally connected to a shaft (30). One end of the base arm has an annular shape (13) engaging with the shaft. Each annular piece has a bulge (16) abutting against the base arm, with a top (17) and bottom (18) part. The base arm has a pair of upward pointing hooks (14) and the operating arm has a pair of protuberances (24). A pair of ratchet cog wheels (31) are fixed to the shaft. A pawl (21) engages with the operating arm. The hooks on the base arm fit into openings (25). A pair of flanges (26) partly overlap with the openings. A stop-piece (11) is movably positioned in the base arm. The pawl has a pair of first arms (211) engaging with the ratchet cog wheels.
