An information providing system which provides users with suitable information is provided with terminals connected to a communication network, a user database for storing the characteristics of each user of a terminal, message database for storing messages transmitted to the users, a message transmitting condition database for storing the characteristics of users to whom messages are to be transmitted, a message retrieving means which retrieves a message from the message transmitting condition database by using the characteristics of a user read from the user database, a means which reads out the retrieved message from the message database, a transmitting means which transmits the read messages to the terminal of the user, a means which increases parameter correlated with each user when a transmitted message is displayed on the terminal of the user, a detecting means which detects whether the user is active or not, and a stopping means which stops the increase of the parameter when the user is inactive.
