A device for packaging and applying a liquid, pasty or powdered material (P), particularly a cosmetic, comprising a container (2) open at one end and suitable for containing said material, as well as an applicator (6) including a rod (8) with an applicator portion (9) at one end and a gripping member (7) at the opposite end. When the applicator portion is inserted into the container and withdrawn therefrom it engages a resilient squeezing member (11). Said squeezing member at least partially consists of a foam (11) comprising at least 5 % of open cells.
