PURPOSE:To guarantee the quality of an asynchronous and multiplexed call statistically by regulating the reception of a new call when the quantity of use of a cell accumulating buffer is a set value or above and the total sum of the operating transmission capacity is larger than the transmission capacity of the transmission lines. CONSTITUTION:A transmission capacity calculation section 1 calculates the total sum of the operating transmission capacity based on a report from users and gives the result to a call reception propriety discrimination section 4. Moreover, a buffer operating quantity monitoring section 3 monitors the operating quantity of the cell accumulating buffer 2 and gives the operating quantity to the call reception propriety discrimination section 4. The call reception propriety discrimination section 4 restricts the reception of a new call when the total sum of the operating transmission capacity calculated by the transmission capacity calculation section 1 is larger than the transmission capacity of the transmission line and restricts the reception of a new call when the operating quantity of the cell accumulating buffer 2 is larger than the setting value. Thus, the quantity of the call is guaranteed by using the setting value of the cell accumulating buffer 2 so that the operating quantity of the cell accumulating buffer 2 does not exceed 100%. |
