PROBLEM TO BE SOLVED: To maintain high hydrophilicity on the surface of a tiutanium-contg. base material over a long period by calcining the base material in a specified temp. range in an oxygen-contg. atmosphere to form a crystalline titanium oxide. SOLUTION: A titanium-contg. base material is calcined in an oxygen-contg. atmosphere at 500-1100 deg.C. Consequently, the base material surface is oxidized by the reaction with oxygen, and titanium oxide formed by the oxidation reaction is crystallized to form a crystalline titanium oxide such as an anatase- structure titanium oxide and a rutile-structure titanium oxide exhibiting photocatalysis performance. When the crystalline titanium oxide is irradiated with a UV of f <=20μm wavelength, the oxide is excited in accordance with the irradiation, and the base material surface is made hydrophilic. Sunlight, indoor illumination, an incandescent lamp, etc., are utilized as the light source to be used for exciting a photocatalyst. The illuminance of the excitation light should be controlled to >=0.001mW/cm<2> .
