PROBLEM TO BE SOLVED: To obtain a fluoropolyquinazolone polymer improved in permeability, chemical resistance, heat resistance, mechanical strengths and membrane-forming properties by reacting a specified bisoxazinone with a specified diamine in an organic solvent. SOLUTION: An aromatic diaminodicarboxylic acid represented by formula I (wherein R1 is a tetravalent organic group) is reacted with an aliphatic carboxylic anhydride represented by formula II (wherein R2 is an alkyl or an aromatic group) or an aromatic carboxylic acid chloride represented by the formula: R2 COCl to obtain a bisoxazinone represented by formula III. One mol of this compound is reacted with 0.95-1.08mol of a diamine represented by formula IV (wherein R3 is a divalent organic group) for 5-50hr at 100-300 deg.C in 60-900 pts.wt., per 100 pts.wt. starting materials, organic solvent to obtain a fluoropolyquinazolone polymer comprising repeating units represented by formula V (wherein at least either of R1 and R2 is an organic group having at least one F atom). A solution prepared by dissolving this polymer in an aprotic organic solvent is applied to a support and heated to 80-170 deg.C to remove the solvent from the wet film, and the formed film is released from the support to obtain a separating membrane having a thickness of 0.05-30μm.
