A process for preparing an aqueous dispersion of a cationic particulate gel by microemulsion-polymerizing an unsaturated monomer M in the presence of a polymer P comprising 30 to 92.5 mole % of nonionic structural units (a), 70 to 7.5 mole % of quaternary ammonium structural units (b) and a specified amount of specified structural units (b1) having quaternary ammonium groups and polymerizable double bonds; and an aqueous dispersion of a cationic particulate gel prepared by this process.
