PROBLEM TO BE SOLVED: To make toner stuck to a fixing roller non-sticky, and restrain an electrostatic offset by setting a resistance value of a PFA resin layer covering a silicone rubber layer of a pressure roller not more than a specific value. SOLUTION: A pressure roller 2 is formed by covering its surface with a tube-like PFA resin layer 22 after a porous silicone rubber layer 21 is wound round the surface of core metal 20 by performing plating on a surface of a steel round bar. A conductive substance such as carbon is contained in the PFA resin layer 22 of the pressure roller 2, and its surface resistance value is reduced, and the PFA resin layer 22 is formed as a conductive surface layer, and the surface resistance value is set not more than 10<10>Ω. Therefore, toner stuck to a fixing roller 1 becomes non-sticky and an electrostatic offset can be restrained. It is effective when ASKER C hardness of the porous silicone rubber layer is set not less than 30 degrees. It is also effective when expansion of the porous silicone rubber layer is set not more than 3 times.
