PROBLEM TO BE SOLVED: To enable each agent to determine the variation direction of a state variable independently even unless the relation among respective agents is specified by giving perturbation by a small quantity, deriving feature quantities of plural data obtained from the value of the perturbation, etc., and determining the variation direction of the state variable according to the value of the result. SOLUTION: To determine the variation direction of the state variable by itself unless the mutual relation among respective agents K(K=1...n) is specified in a form including the state variableθK, each agent generates perturbation by a small quantity regarding the state variable at arbitrary point of time nearby the value of the state variable. Then the perturbation is added to the state variable that the agent has to obtain the value of a corresponding evaluation function, and the both are stored as a pair of pieces of information. Feature quantities are derived by a statistical method from plural pieces of information obtained by the above function and, on the basis of the values of the feature quantities, the direction wherein the evaluation function decreases (or increases) is judged to determine the direction of the state variable.
