PROBLEM TO BE SOLVED: To suppress overshoot by maintaining a target value at a constant value in the case the deviation exceeds a normal value and reelevating the target value from the constant value in the case of lower value than the normal value. SOLUTION: An operator inputs a terminal target set value and the rising rate of the target set value and a computer sets the initial value of the target set value and terminal target set value and calculates the deviationΔP(t) of the actual reactor power at present time (t) from the target set value 1. When the deviationΔP(t) is smaller than a reference value (a), the target set value 1 is raised and whether the target set value 1 reached the terminal target set value or not is judged. If not, the target set value 1 is raised and processing is terminated when it reaches. For suppressing overshoot, when the deviationΔP(t) is larger than the reference value (a), the target set value 1 is maintained at 1a so that the reactor power increase during this time and the deviationΔP(t) reduces. Then, the target set value 1 is maintained at the constant value la until the deviationΔP(t) reduces to another reference value (b). After reducing, the target set value 1 is raised again.
