PROBLEM TO BE SOLVED: To safely and efficiently manage a secret key and a public key by housing at least a pair of the public key and the secret key used for the authentication of a public key ciphering system as a public key certificate composed of the public key and the digital signature of a notarial jnstitution for the public key and the secret key. SOLUTION: In an IC card 10 being a portable information recording medium, at least a pair of the public key and the secret key used for the authentication of the public key ciphering system are housed as the public key certificate composed of the public key and the digital signature of the notarial institution for the public key and the secret key. When Taro sends a message to Jiro, the IC card 10 housing the secret key or the like is obtained from a CA (notarial institution) 7 and the digital signature and the public key certificate are added and sent. The authentication server 7 of the notarial institution is provided with the data base of the public key (of Taro and Jiro or the like) and an IC card reader-writer 8 for issuing the IC card 10. Also, the terminals 9 of Taro and Jiro are also provided with the IC card reader-writer 8. |
