PROBLEM TO BE SOLVED: To provide a developing roller which has low hardness and good adhesion property, has excellent conduction stability and contamination resistance and with which stable and good images are surely obtainable in spite of long-term use and a developing device formed by using the roller. SOLUTION: This developing roller is constituted by forming an elastic layer 3 having electrical conductivity on the outer periphery of a good conductive shaft 2 and visualizes an electrostatic latent image by coming into contact with or proximity with a latent image holder which is formed with a thin layer of a developer by depositing this developer on its surface and is held with the electrostatic latent image on the surface in this state, thereby supplying the developer to the surface of the latent image holder. A conductive layer 4 contg. carbon black having an oil absorption rate of <=80ml/100g and a specific surface area of <=150m<2> /g is formed on the surface of the elastic layer 3.
