At least one member of the inner race, outer race or rolling elements of a rolling bearing is made of an alloy steel consisting essentially of less than 0.5 wt% C, 8.0 to 20.0 wt% Cr, 0.1 to 1.5 wt% Mn, 0.1 to 2.0 wt% Si. The relationship between the C and Cr contents satisfies 0.04 Cr (wt%) - 0.39 * less than or equal to * C (wt%) * less than or equal to * -0.05 Cr (wt%) + 1.41. The balance is of Fe and incidental impurity elements, or of Fe and incidental impurity elements with 0.05 to 0.2 wt% N. The bearing also has a surface layer formed by nitriding or carbonitriding at a temperature below Ac 1 , subsequent heating at a temperature of 900 to 1,200{C, hardening, a subzero treatment and tempering.
