PROBLEM TO BE SOLVED: To quickly and surely execute the hand-over of communication accompanying the roaming of a mobile station through the use of simple procedure in accordance flexibly with state change. SOLUTION: At the time of executing the hand-over, the mobile station MS transmits a hand-over request by controlling frequency stipulated in common with plural base stations in which the mean value of received electric field intensity becomes below a preset threshold. At the base station BS1 to BSn, when the hand-over request is received, and there is a dead channel in its own, station, it measures the received electric field intensity, and transmits it to a control station 1 together with the hand-over request. The control station 1 selects an optimal hand-over destination base station on the basis of this, and informs the corresponding base station of it. The base station secures the dead channel, and also transmits hand-over information to the mobile station by the control radio wave of predetermined timing and frequency. On the reception of the hand-over information, the mobile station MS interrupts the channel in the course of the communication, and switches it to the channel with the base station in conformity with the hand-over information.
