PROBLEM TO BE SOLVED: To provide a video encoder accurately detecting a moving quantity even at the time of a video with an effect such as fading-in and fading-out and predictive-coding through the use of the moving quantity. SOLUTION: An input video signal 106 is inputted and an AC component extractor 101 obtains input data AC components 107. Similarly, an AC component detector 103 obtains reference data AC components 108 from the output of a reference frame memory 102. A movement detector 104 obtains a moving quantity 109 by using the input data AC components 107 and the reference, data AC components 108. A predictive encoder 105 predictive-encodes by using this moving quantity 109.
