SOLUTION: A feedback correction value DVTK is calculated based on a relative rotational angle VTT and a target relative rotational angle VTT (step 104). If the objective relative rotational angle variationΔVTT is equal to or more than a specified value (step 106) and the deviation between the target relative rotational angle variationΔVTT and the relative rotational angle variationΔVT is equal to or less than the specified value (step 108), a stationary deviation which requires correction is assumed to exist and a deviation correction value is added to or subtracted from the feedback correction value DVTK (step 109). An output Duty is calculated using this feedback correction value DVTK (step 110). Thus, the stationary deviation is reduced gradually and the valve timing of the intake valve of the internal combustion engine is controlled precisely.</p>
