A network protocol for wireless point (ACCESS NODE END) to multipoint (SUBSCRIBER END) networks where the users (SUBSCRIBER END) are stationary which utilize time-division multiplexing in downstream direction (DOWNSTREAM RF) from base station (ACCESS NODE END) to the user (SUBSCRIBER END), and timedivision multiple access in the upstream direction (UPSTREAM RF) from the user (SUBSCRIBER END) to the base station (ACCESS NODE END), where medium access control actively assigns time slots in the upstream direction (UPSTREAM RF) to accommodate varying demands for bandwidth by multiple users, where upstream frame timing is synchronized to downstream frame timing, where time slots carrying individual ATM cells, and upstream time slot synchronization is maintained to within + 2 modulation symbols.
