PURPOSE:To improve the responsiveness and stability in tension control of a rolled stock in the initial stage of rolling. CONSTITUTION:The correction control signal of the circumferential speed of a motor 22 for driving a rolling roll is determined by obtaining a control signal based on a deviation signal (e) which is determined by the target signal of tension which becomes the target value of tension after a specified time-lag and is given with a 1st characteristic compensating circuit 36 and tension detection signal and, further, adding an initial rise signal which becomes zero after a specified time-lag and is given with a 2nd characteristic compensating circuit 42 to such a control signal.
