PURPOSE:To satisfy the contracting requests for a resolving power and the follow-up to a change in the nature of an input signal by selecting the coding signal stored in accordance with the optimum block length to give the min. error and the ancillary information and transmitting the same together with the optimum block length. CONSTITUTION:The signals coded by independent coding 1001 to 100n at the plural block lengths and the ancillary information are decoded 1021 to 102n at the respective independently corresponding block lengths. The plural errors 103 corresponding to the respective block lengths are determined by using the decoded signals and the input signals. The plural errors are then compared 104 and the coded signal corresponding to the optimum block length to give the min. error and the ancillary information are selected and are transmitted/ accumulated together with the optimum block length. The contradicting requests for the resolving power and the follow-up to the change in the nature of the input signal are satisfied in this way.
