PROBLEM TO BE SOLVED: To easily test a memory while maintaining high security by permitting the access of the second area of the memory from an external device in the case that a first password matches when a prescribed code is stored in the prescribed area of the memory and permitting the access to the first and second areas of the memory from the external device regardless of the result of the collation of the first password by a password collation means in the case that the prescribed code is not stored. SOLUTION: A non-contact type IC card is provided with the memory 403 provided with a manufacturer code area and an error signal output circuit 450 for performing control so as to permit the access of a user area UA from a reader-writer 300 in the case that the password matches when the prescribed code is stored in the manufacturer area MA of the memory 403 and to permit the access to the entire memory 403 from the reader-writer 300 regardless of the result of the collation of the password by a password collation circuit 451 in the case that the prescribed code is not stored.
