PROBLEM TO BE SOLVED: To provide the recording and reproducing device recording/reproducing a still image with highest image quality in the case of reproduction of a dynamic image when the still image is recorded/reproduced. SOLUTION: In the case of recording a still image, a still image recording command circuit 17 gives a still image recording command to a code compression rate decision circuit 16, which provides an output of an instruction to a Q/(variable modulation code) VLC circuit 4 so as to select a quantization table corresponding to a lowest compression rate. The Q/VLC 4 applies quantization processing of output data of a discrete cosine transformation(DCT)/inverse discrete cosine transformation(IDCT) circuit 4 based on the instructed quantization table and applies variable length code processing to the result.
