The first layer of a polymer matrix composite (34) wherein a polymer matrix composite is wound in the transverse direction to the mandrel is formed (34). Then, the second layer of a titanium foil is provided on the composite layer (36). In addition, another layer of the composite material (38) and the last layer of the titanium layer are provided (40) to obtain the first internal skin. Thereafter, a resin film is formed on the outer surface of the first inner skin (41) to hold a honeycomb panel (42) and a resin film is formed on the surface of the honeycomb panel (43) to form simultaneously the second outer skin.
