PROBLEM TO BE SOLVED: To detect the clogging or water leakage of a cooler which cools cooling water with external water. SOLUTION: A cooler 3 for water-cooled electric equipment cools cooling water which is circulated between the primary side of the cooler 3 and electric equipment 1 with external water circulated to the secondary side of the cooler 3 and is provided with a temperature control valve 5 which controls the flow rate of the external water made to flow to the secondary side of the cooler 3 in accordance with the temperature 4 of the cooling water. The clogging, water leakage, etc., of the cooler 3 is detected by fetching the flow rate Q of the external water and the pressure differenceΔP between the inlet side and outlet side on the secondary side of the cooler 3 and comparing the obtained flow rate Q and pressure difference P with their initial values by means of a comparator 10.
