PROBLEM TO BE SOLVED: To surely and quickly perform the design change of a printed wiring board while preventing failures in terms of electrical characteristics and transmission characteristics of a high-speed operation circuit. SOLUTION: The excessive wiring length limitation processing means 3 of a wiring cutting position decision processing means 2 inputs an excessive wiring length limiting value (α) stipulated beforehand from a library, obtains an excessive wiring length from a wiring cutting position to the pin of a prescribed component by tracing a wiring pattern connected to the component pin on a net separated by cutting and changes a cutting position so as to make the excessive wiring length be withinαwhen the obtained excessive wiring length is longer thanα.
