The cistern (1) comprises a vessel forming an interior chamber (10) which is pressure-resistant on all sides. It comprises a shaft (5) connecting the property drains to the public ones. The portion connecting the inlet (12) from the house to the outlet (13) to the public drains can be shut off watertight from the interior of the vessel when the latter is in use. This portion can be accessible without hindrance when the vessel is empty. It can be formed by a trough in the foundation and which is covered by the vessel bottom. The trough can be open over a length less than the vessel diameter under the vessel bottom, its other portions being enclosed.
