PROBLEM TO BE SOLVED: To reduce the capacity of an intermediate memory by reading out voice data while referring to a voice memory according to information stored in the intermediate memory and transmitting them. SOLUTION: A voice memory 1 stores various voice data. An intermediate memory 2 stores control information concerning to voice data to be transferred and the number of repeatations. A voice editing processing part 10 receives a voice service request and edits the combinational order of voice data to set it in the intermediate memory 2. Then, a transfer processing part 11 reads out voice data by referring to the voice memory 1 according to the information stored in the intermediate memory 2 to transmit them. That is, the voice editing processing part 10 does not perform the storing of the voice data as they are in the intermediate memory 2 according to the voice service request, but it stores the order along which voice data stored in the voice memory 1 are read out and the number of the repeatations in the intermediate memory 2.
