PROBLEM TO BE SOLVED: To provide a satisfactory reproduced image even when any error is generated at the time of recording or reproducing a digital video signal through compression encoding. SOLUTION: The digital video signal is inputted to an overlap block circuit 2 and divided into encoding blocks so that picture elements for one column or one row can be overlapped. DCT is performed to these pixel data by a DCT circuit 3, and two-dimensional coefficient data in a frequency area are generated. These coefficient data are inputted to a shuffling memory 4 and divided into the coefficient groups of 0th-order, 1st-order and 2nd-order frequencies, the recording positions of respective coefficient groups are distributed on the track of a recording medium, and they are recorded so that the 0th-order and higher-order coefficient groups can not be adjacent especially. At the time of reproducing, an error correction control circuit 14 reports the change of error correcting method to an error correction circuit 15 corresponding to the generating conditions of error coefficient.
