The part comprises external electrodes (3) formed on both end faces of a varistor element (1) constituted by alternating ceramic sheets (1a) and internal electrodes (2), an internal insulating layer (30) formed by covering or filling up pores in the element (1) with an Si resin, and an external-surface insulating layer (31) formed so as to coat the external surface of the element (1) and the end sections of the electrodes (3).
