PROBLEM TO BE SOLVED: To eliminate the repetition of design by making a difference between predicted delay time and delay time based on actual layout small. SOLUTION: A table 101 is used and the delay distribution degree of a design object area is estimated S101. The value of data 103 and the value of the data 104 are compared and whether or not the former≪the latter is judged S102. In the case of NO, a sub clock butter is inserted S103, the area of the division area is estimated S104 and it corresponds to an assumption that the design object area is small like the division area. Thereafter, S101-S104 are repeated until judgement becomes YES. When the judgement becomes YES, the predicted delay time is obtained from the table 106 based on the value of the data 105 and the area of the design object area. Accordingly, prediction accuracy before layout is improved and a circuit operation after the layout is guaranteed.
