摘要 PROBLEM TO BE SOLVED: To reduce the delay of a display image at each communication terminal by reducing the quantizing step of a concerned picture, extending the quantizing step of the other picture and allocating much transmission channel capacity to the concerned picture. SOLUTION: When a pictorial communication terminal A reports the designation of picture mode '1' to the other spot terminal during communication, at the other spot terminal where the report is received, it is reported by a control means to secure the big quantizing step for an image encoding means, and image data received from an image input means are encoded. At the pictorial communication terminal A, on the other hand, it is reported by the control means to secure the small quantizing step for the image encoding means and the image data received from the image input means are encoded. Among image data 31, 33, 35, 37 and 39 flowing on a line, the non-meshed parts show the encoded image data securing the small quantizing step. Among display images 30, 32, 34, 36 and 38, the terminal A is displayed as the moving image of comparatively high definition.
