PURPOSE:To omit the redundant processing by utilizing only a significant block of a current video frame so as to generate a transmission error check word for a current video frame and a predicted value for succeeding coding. CONSTITUTION:A parity calculation section 32 sends a local decoding signal B comprising only a significant block and a transmission error check word 13 from a relevant block newly. Then a multiplex section 6 multiplexes the above word 13 and a coding output of a coding section 5 for each video frame according to a prescribed format. Then the multiplexed transmission data is sent to a receiver side. The receiver side reproduces a video signal with the procedure reverse to the procedure above and the transmission error check word 13 is collated to identify the presence of dissidence of a transmission reception frame memory. Then only the content of the transmission error check word generated precedingly is revised. Thus, redundant processing in the inter- frame coder is omitted.
