PURPOSE:To obtain the title composition improved in both long-term stability in shear stress and dispersion stability by dispersing specified polymer particles containing water in an insulating dispersion medium. CONSTITUTION:Crosslinked polymer particles obtained by suspension polymerization or emulsion polymerization of a monomer mixture comprising 10.0-99.9mol% vinyl aromatic compound (e.g. styrene), 0.1-90.0mol% polyvinyl compound (e.g. divinylbenzene) and, if necessary, at most 50mol% other vinyl compound (e.g. ethylene) at 50-100 deg.C are sulfonated in the absence or presence of a solvent that does not swell the particles (e.g. hexane) to give polymer particles of a mean particle diameter of 1.0-100mum which have a core-shell structure consisting of a core of a polymer having a specific gravity of 1.3 or lower and around it a crosslinked polymer of a thickness of 0.3-5.0mum having sulfo groups. 10 pts.wt. water is incorporated into 100 pts.wt. polymer particles thus obtained to give disperse phase particles. 100 pts.wt. disperse phase particles are dispersed in 50-500 pts.wt. insulating dispersion medium (e.g. polydimethylsiloxane).
