PROBLEM TO BE SOLVED: To improve performance on ice and prevent groove cracks and block chipping so as to ensure maneuvering stability. SOLUTION: Sipes 20 are formed at a block-like flat part 18, and soft rubber is used for cap rubber 30 to improve performance on ice. Since fiber sheets 28 formed of unwoven fabric are embedded in the surface of a tread 12 and near the groove wall surface of the sipes 20, the block rigidity of the block-like flat part 18 can be ensured notwithstanding soft rubber is used for the cap rubber 30, and the sipes 20 are used. Block chipping can thereby be prevented, and falling-in of a flat part elements sub-divided by the sipes 20 can be prevented so as to be able to ensure maneuvering stability. Also since deformation near the groove bottom can be suppressed by the fiber sheet 28, groove cracks can be prevented.
