SOLUTION: A support bracket 5 is displaced forward with a steering column 1 at the time of a second collision. An energy absorption plate 27 is not be displaced, remaining to be supported by a bolt 21. A part which is projected ahead of a penetration hole 24 formed in a hanging board part 23 of the support bracket 5 in the front half part of the energy absorption plate 27 is made to be a broad part 29. The penetration hole 24 treats the broad part 29 according to the displacement advancing forward of the support bracket 5, and changes the cross-sectional shape of this broad part 29. The energy of the second collision is absorbed based on the plastic deformation of the broad part.
