PROBLEM TO BE SOLVED: To improve the reliability of communication and to improve the management and setting of an ID number. SOLUTION: A slave set 10 and a meter 11 are respectively provided with storage devices 14 and 12 for storing the ID number. At the time of receiving ID number setting communication from a meter inspection device, the slave set 10 stores the ID number in its own storage device 14 and executes ID number setting communication to the connected meter 11, and the meter 11 receives this and stores the ID number in its own storage device 12 so as to make the ID numbers of the slave set 10 and the meter 11 the same value.
