PROBLEM TO BE SOLVED: To form an organic composite coated steel plate with an excellent anti-blackened modification, paint adhesiveness, and also lubricating ability while maintaining good corrosion resistivity. SOLUTION: There is each provided a steel plate given a zinc or zinc alloy plated layer, a chromate finished layer having an adhesion quantity in the range of 1-200mg/m<2> at metallic chrome conversion, and a resin film formed in the range of a thickness of 0.1-5μm on the chromate finished layer, wherein the resin layer has as a primary component a composite resin comprising (A) a reaction product of ethylene ionomer resin with an epoxy group containing compound of 60-99wt.%, and (B) silica fine particles of 1-40wt.%. |
