PROBLEM TO BE SOLVED: To provide a movement estimating method for precisely executing classification in different directions even if the movement of an object is large and for allocating precise movement vectors to respective picture elements. SOLUTION: Cost functions showing the matching of an area surrounding the picture elements and the area of the same form of the picture which timewisely precedes are obtained for the respective picture elements of the encoded picture. Dynamic programming is executed based on the cost functions. At least three-dimensional search area is used for dynamic programming. Three dimensions are a scanning line estimating movement along a scanning line, a first movement vector value in a first direction and a second movement vector value in a second direction. The first movement vector value and the second movement vector value are allocated to the picture elements. |
